Vietnam is advancing the development of a national carbon market to meet its climate goals under the Paris Agreement, including achieving net-zero emissions by 2050.
Building on its experience with project-based mechanisms like the Clean Development Mechanism (CDM) and oint Crediting Mechanism (JCM), the country is transitioning to a comprehensive Emissions Trading System (ETS). The market will regulate carbon-intensive sectors, promote cleaner technologies, and allow the trading of carbon credits domestically and internationally.

Way Forward
In Jan 2025, Vietnam approved a master plan for a domestic carbon market, with a pilot phase (2025–2028) and full launch in 2029 integrated with international markets. The various relevant ministries are finalizing the framework for trial operations by late 2025, with the platform enabling transparent pricing and trading of carbon credits.
Further, Vietnam’s large forest coverage, expanding renewables, and high reduction potential in agriculture and waste sectors support market growth.
Vietnam's carbon market is expected to contribute to cost-effective emissions reductions and attract international investment through greater market integration and cooperation.
